Following is the recommended process for completed voter registration forms:

 

 

1. Complete the voter registration form: Have your clients complete the voter registration form in its entirety. You can offer verbal assistance to complete the form. (PLEASE NOTE: They must be eligible by being a U.S. citizen through birth or naturalization, and not currently a convicted felon) For more detail on this visit the NYC Board of Elections website at: http://www.vote.nyc.ny.us

2. Review the form: Be sure all items are completed, including signature.

 

3. Collect: Collect the form so you can submit this for them, unless of course, they insist on mailing this themselves. You can explain that submitting the form allows you to record that they are a registered voter, and will reduce their chances of having to provide ID at the polls.

 

4. Submit the forms in-person: We do not recommend that you mail these. You can save up large batches of these completed forms and hand-deliver batches IN-PERSON, to one of the six NYC Board of Elections offices.

 

Why hand-deliver voter registration forms to the Board of Elections?

Hand delivery of voter registration forms is not mandatory, however our research has found that many agencies recommend this because if submitted in person, all those voters you registered are considered HAVA compliant, and are unlikely to be asked for ID at the polls on Election Day. (NOTE: even one person from your agency can hand deliver a collected stack of hundreds and this we are told should meet the ID requirements)

 

Please note: IF the forms are mailed in, then each voter will get a letter from the Board of Elections acknowledging receipt, and requesting proof of ID (photocopy via mail) or at the polls, which could cause confusion.

So hand delivery by one person from your agency on behalf of all those registered is likely to avoid this.

5. Get a receipt : The Board of Elections does not give receipts when you hand deliver forms to them, but its good idea to make your own on letterhead and have them stamp and sign it. Here is a sample receipt:
