Workshop Title: New York State’s Behavioral Health Transition to Medicaid Managed Care and Its Impact on Social Workers in New York City
In October 2015, New York State transitioned from a Fee for Service Medicaid behavioral health service model to a Medicaid Managed Care model in order to achieve the Triple Aim: Better Care, Better Health, Lower Costs. This transition has developed new and enhanced existing services, such as Health and Recovery Plans (HARPs), Health Homes, and Home and Community Based Services (HCBS). These changes have directly impacted the work of behavioral health providers, including social workers, working both in private practice and for behavioral health agencies. This presentation will provide: 1) a brief outline of New York State’s behavioral health transition to Medicaid Managed Care, 2) the transition’s impact on social workers, their interactions with clients, and new workflows, 3) new training and educational needs for social workers, and 4) New York City’s involvement in monitoring and receiving feedback from the field on the Medicaid behavioral health service transition through the Regional Planning Consortium at the Department of Health and Mental Hygiene.
